My LL is true pain in the ass. She wants to rent out only after I move out. Her last email was - Pay me 2.5 months rent spilt over 2 months, or I will suit you in court!
She has 1.5 months security deposit. I plan to vacate by end of this month., and pay her rent for March ... part of me doesn't want to get into hassles with court that's all. Hopefully she will give me most of my security deposit and  she will also rent out before end of March.

Internet search shows she went to small claims court with SCE utility on a dispute.
 
Some people make their money suing and getting su'd.  It's part of their income stream.


Trump lives in that world.


Most people don't wanna.

You are correct, it creates business for other people.
Some people dont have time and energy to deal with
