Very "Two birds, one stone" concept here.
Hire military vets, arm them, then give them almost free reign over some of the most threatened areas in Africa, culling poachers as required.

I've long said, the moment you sell a few license to kill permits, poaching of elephants and rhinos will stop. The threat alone from motivated and experienced killers is bound to chase a few people away.
