The location selection is weird. Isn?t Irvine Spectrum nearby a much better location?

One homeless white guy has been on Lake Forest Dr between Laguna Altura and Hidden Canyon for more than two weeks. That location doesn?t seem ideal. People drive by fast and there are few pedestrians that may give him money. I am surprised that Irvine police hasn?t chased him away yet.
