Within last month there were break and entering of homes ins stonegate and pavillion park during daytime. Is crime going up?  Which neighborhoods are safest the gated ones?

We are renting the house the owner can rent the side unit which consists of two rooms and a bathroom. New renter smokes. Lease we signed is general ca lease does not mention the side unit at all.
