    Oh, yes, absolutely; that's not even a consideration. The design has to be in a specific format for the HOA to review. My drawing was just to illustrate to our contractor what we had in mind for discussion. It's harder than you'd think to describe without illustration landscaping details. ; )

    Another thing about standard shutters if you have them split so the top half and bottom half can be angled independently, you typically have a huge horizontal piece of wood in the middle of the frame, which is much worse than just the little handle bars.
