    I assume that you have a garage that you don't park in? I guess I am probably one of those evil neighbors. Street parking should be for guests. Most HOAs in Irvine dictate that you use your garage for your cars and forbid using it as storage. Park in the garage and you wont ever have this issue.

    My inlaws used to live in Moreno Valley. In the early 90s squatters moved in to the vacant homes on their street and no one cared. They would turn on the utilities, live there for a while until it became too trashed and move out. I wouldn't be surprised to see this happen again there.
