OK, so after extensive review of the floorplans, I can find the slightest difference between the Plan 3 and the Plan 3X - I know there is a 47 sqft difference, but the rooms don't look any bigger, and the whole floorplan looks exactly the same, except for the loft being a tiny bit wider in 3X...

Not sure if anything official has come out from TIC yet, but I overheard one of the sales people at Montecito talking about the Montecito part 2 in the center of WB, near the Commons.  Looks like it has been approved and TIC will be following through with the plans.

According to the Villages of Irvine Interactive Map, they are being built at the corner of Pink Sage and Towngate.

Phase 1 of Montecito is moving in around the 3rd to 4th week of April.  Phase 2 should be moving in around late May.
