Given those factors, i would say the best part of Cypress Village is the ones between Trabuco and Roosevelt. Not too close to the freeway with noise and air issue while still benefit from the short distance to the freeway entrances. And bonus for asian---99 ranch market plaza.

Even in mainland China, cyclist going onto freeway will be on the news.

Then parking will be a bigger problem. Boiling point already makes this plaza overcrowd.
