I think it has something to do with the motor courts, I believe you share ownership of the motor court with your neighbors, thus making it a detached condo.

If you think about it though, you're basically paying them 2000.00 to use a different color to paint the areas they were going to paint anyway.  Lots of profit for them in that 2000.00.
