    Refinancing an existing 7/1 or 5/1 ARM just pushes the time down the road when the payment terms adjust.  So if you are near the tail end of an existing ARM then it is worth, otherwise it is likely that the small adjustment in rate would do much to offset the closing cost or the headache you are...
