Is OCT 3 the day they start calling those on the priority list? Or is it only the day they release info about phase2 and then another week out is when they start calling and taking deposits?

I heard that Toll brothers places verified cash buyers at the top of their priority list, 2nd is non-contingent fiance buyers, and then everyone else at the bottom. Is that true for all builders? Is that how the Cetara priority list is arranged too?
