So my understanding has always been that SELLER pays the transfer tax for a home sale.  From what I've seen at some of the sales offices in Woodbury and Portola Springs, they expect BUYER to pay the transfer tax.  Is this the norm for new homes?  Anyone else have experience with this in Irvine? ...
