[IHB] IRWD Water Rate Will Increase in July - Why?

I think the service charges have increased quite a bit over the past 10 or so years.  I don't have my paper statements anymore to look that up though.  Anyone OCD enough to have all that still?

A typical IRWD bill will start at $26.50/month (service charges alone) and that is before charging for any water consumption.  :eek:
 
I don't know about the rate increasing, but the total bill has been amazingly consistent for years despite years of drought.  I guess less water is being used when the washing machine, dishwasher, shower heads and faucets were replaced.
 
I thought IRWD was one of the water districts which had over 100% of the annual budget in reserves?  From the OC Register report I recall them having one of the highest reserves of all the OC water districts.
 
Maybe smaller lot sizes (yard space) contribute to that statistics!!!!!!
