So instead of changing the definition of "fully vaccinated," they can redefine what eligibility means, (i.e. eligible for the next booster after xx months - recently changed from 6 months to 5 months) which necessarily dictates the number of boosters recommended per year. Based on this information, corporations and schools may mandate additional boosters as exemplified in the above referenced links.
This is odd since how are you "fully vaccinated" if you have to have additional shots. (The word "fully" leads you to assume that no more shots are necessary. Something is full if there is no more room for additions.) Being "fully vaccinated" and needing additional shots are contradictory statements. So it doesn't make sense, but it is certainly a clever trick to make people feel better about additional shots.
