Shift Among Republicans on Climate Change

NY Times: After a decade of disputing the existence of climate change, many leading Republicans are shifting their posture amid deadly heat waves, devastating drought and ferocious wildfires that have bludgeoned their districts and unnerved their constituents back home.

Members of Congress who long insisted that the climate is changing due to natural cycles have notably adjusted that view, with many now acknowledging the solid science that emissions from burning oil, gas and coal have raised Earth?s temperature.

But their growing acceptance of the reality of climate change has not translated into support for the one strategy that scientists said in a major United Nations report this week is imperative to avert an even more harrowing future: stop burning fossil fuels.

Instead, Republicans want to spend billions to prepare communities to cope with extreme weather, but are trying to block efforts by Democrats to cut the emissions that are fueling the disasters in the first place.

Florida Gov. Ron DeSantis wants half a billion dollars to protect his state from the ravages of ?extreme weather events.? Texas Gov. Greg Abbott devoted $1.6 billion toward preparing communities for increasingly devastating hurricanes.

But they still won?t say if they believe in climate change.

And those costs will only continue to soar as U.S. and global climate policies fall short of what's needed to stave off worsening heat waves, floods and fires. The U.S. has spent almost $700 billion on disasters in the last five years, and a federal climate assessment from 2018 estimates annual losses could reach ?hundreds of billions of dollars? by 2100.

"We must do this. We have more linear miles of waterfront than any other city," said Matt Carlucci, a Republican city councilmember in Jacksonville who's making climate resilience part of his campaign for mayor. ?The insurance industry will tell you that hurricanes will become more frequent and severe as climate change continues to occur."

DeSantis, a Republican aligned with former President Donald Trump, this week proposed a $500 million infusion of state funding to help local governments plan for sea-level rise and increased flood risk.

His "Resilient Florida" program has proven popular with local politicians of all stripes. Palm Beach County is using the money for a climate vulnerability assessment. Jacksonville, where the city council is more than two-thirds Republican, is seeking support for four projects, including $25 million for a new stormwater pumping station "to counter the effect of flooding and sea level rise."

If it is not a problem. Why are they allocating state and local funds to address climate issues? (like a lot of money, big time money)
 
AP News: In break with Trump, House GOP forms group on climate change

Utah Rep. John Curtis says he?s tired of hearing that Republicans ? his party colleagues ? don?t care about climate change or slowing global warming.

A former Provo mayor who has served in Congress since 2017, Curtis says Republicans can push for serious climate solutions while holding fast to conservative values. To prove the point, he has formed the Conservative Climate Caucus, an all-GOP group aimed at educating fellow Republicans on climate change and advancing market-based policies to counter the Green New Deal and other Democratic proposals.

?Those who watch this caucus will see Republicans do care about this Earth ? deeply,? Curtis said at a news conference Wednesday.

?We, too, want to leave this Earth better than we found it. We don?t need to kill the U.S. economy to reach our climate goals. In fact, it?s just the opposite. There is a way to lower emissions without sacrificing American jobs and principles. And I believe Republicans are the ones to lead on this.?

Leading Republicans, most notably former President Donald Trump, have mocked climate change as a hoax and downplayed the effects of warming temperatures caused by fossil fuel emissions. Trump withdrew the United States from the global Paris climate accord, and his Environmental Protection Agency refused to update a website highlighting evidence of climate change in the United States, including rising temperatures, increased ocean acidity and more severe droughts and wildfires.

Rep. Peter Meijer of Michigan, another caucus member, said it?s long past time for Republicans to acknowledge the reality of climate change and put forward solutions that reduce carbon emissions while remaining ?aligned with our business community.?

A total of 56 Republicans ? a quarter of the GOP caucus ? had joined the climate group as of Wednesday, including Louisiana Rep. Garret Graves, the top Republican on the House Select Committee on Climate; Washington Rep. Cathy McMorris Rodgers, the top Republican on Energy and Commerce; and Arkansas Rep. Bruce Westerman, top Republican on Natural Resources.
