The California Association of Realtors also discourages buyer agents having their clients write letter and sending them to listing agents.  I can tell you from personal experience that personalized letter got a home for 5 of my buyers, including several beating out cash buyers and slightly higher offers.
 
But will the CAR oppose a law banning the love letters?

Hard to imagine that Sac won't follow Oregon's lead.
 
But if the owner really wants, he can choose to meet the buyers in person? This is not that easily enforceable.
