Covid relief payment

I know the first covid relief payment of $1200 is determined by AGI.  Something like above $75k a year single or $112k a year HoH disqualifies you.  But my friend was saying that the second covid relief gives all children dependents $600 each regardless of income.  I couldn’t find anything that confirms if income disqualifies dependent children.

Don’t think that’s true and using the online calculators I tried to put in 2 dependent children with an AGI after the income phase out cutoff and it estimated my check to be $0.00

Washington Post has it at up to $150K for a couple gets $600 each plus $600 for each child.  Phase out is then $5 for every $100 extra you make, with linear reduction until $197,900 zero out for family of four.
