Are HOA documents really THAT expensive?

Going through buying, selling, refinancing, there's always a step where HOA documents have to be obtained, and they are always very expensive.

Recently asked for a HOA Questionnaire, and costs were over $300. Similar when buying/selling.

From what I can see, this was an electronically generated document that was already good to go and automatically sent in less than 15 minutes. It was 7 pages long.

Seems like a profit center.

What's the real story?
