Barking dogs

Has anyone had issues with neighbors who leave their dogs outside and barking randomly? I read that it is a domestic disturbance only if the dogs bark repeatedly for 30 minutes straight or they bark a total aggregate of one hour per day. So you call the Irvine PD, what can they really do? And the owner get fined?

Speaking to the owners isn?t solving it.  They still keep the dogs outside.

There was a house nearby with a small dog left inside the house (could see it at the upstairs window) barking a long time. Seems a neighbor called the PD. Saw them come by and just look around. They couldn't do much as the owners weren't home and they left after a while. Possible they wrote them up, as it was months before the dog had another cry out.
