Very well-dressed man playing loud music asking for money at WTC

I haven't seen such a man, but have seen a woman with a young kid/baby asking for money here and there at WTC. If I do have cash then I give, but I usually don't carry cash then she gives me that look I have to feel guilty.
 
Yep, I saw this guy in the same spot about 2 weeks ago.  When I was there the security in the golf cart drove up to him and I read her lips ?you aren?t allowed here?, he then was quick to grab his phone and show her something asking her to ?read, read?.

Wanted to see who would win this battle but she got on her phone and after a few minutes I said forget it. 

Anyone played Zelda on switch?  The music this guy was playing reminded me of the music from Kass and I almost out of instinct ran up to him and asked him where the shrine was located.

It's one thing just sitting there holding a sign and asking for money. But it's another when you're blaring obnoxious music to get attention and then not dress the part. Clearly, nobody was buying it.
