Smurf pipe cannot be used on some walls?

Hello, we are doing our walkthru on new construction soon and we noticed that on the Great Room wall of the house there is no smurf tube set up.  We have been told that only interior non fire rated walls can get smurf tube, and that this great room wall is a 1hr firewall per fire code..  It is odd because all the bedrooms upstairs have this, including one room that has it on an external facing wall.

What is done in situations like this? If smurf tube is not fire rated, what is used in its place?
