FBI Occupancy Certificate

It's not, some lenders are more anal than others.

It's not new, just something you'll see more often than not. It's a cut and paste job, meant to scare and not an official FBI form. Other lenders have occupancy statements you sign at closing that say the same thing without the FBI warning.

If you refinanced these forms are often skipped because of the data on hand with the lender. With a purchase loan, it's unclear what a person will do with the home post closing.
