Wreckless driving

When you notice a wreckless driver, can you report the license plate to a cop?  Or do you have to record a video of the driver running a red light and driving dangerously?  Can they do anything with just a picture or video?

Yes, you can report it and give the license plate. It’s up to them to take action. Also, You do not need to record a video to report the incident.
