Orange County?s low-income threshold approaches $90,000 for a family of four

So in LA county half the people earn $69300, but everyone making less than $77500 is low income?  Why are there 2 different "Extremely low income" limits?

I'm guessing because a family of four is expected to often have two incomes and exceed the median household income that includes single earners.

also a time when a million dollar house meant something.  now every other house in the city is a million dollar house.
