IRWD Water Bill way higher?

My water bill went up from $32 last month to $45 this month. Usage is the same as it has always been.

It's the water & sewer service charge that jumped. Anyone else have this issue?
 
I believe the reason was because there were only 25 billing days last month versus 35 this month.
 
Last year they didn't bill me for October.  The bill said 0 usage.  November I had twice as much usage.  hmm.  Would be an okay wash if I didn't have to pay an overusage penalty. 

Per IRWD, they've been increasing prices at a much faster pace than inflation.  Those temporary drought rates due to less usage became permanent and are being increased...

Rates keep going up.  Even after the drought is over.  They are advertising that this is the lowest increase they've had.

The end result in 9 years is IRWD outpacing inflation by 296%. 
Effectively it's a $36 higher than it should be on $100.  Sneaky sneaky...
