Begging

I see this lady with a convenient baby car stroller with kids on the Culver and Scottsdale (5 freeway) where the new Korean BBQ restaurant is.  I think she's obviously a fake because she looks clean and even has a messenger bag.  They always have children with them to help them sell their sob story but people actually give them money.  Is it illegal for her to be out there soliciting?

I have a feeling calling Irvine PD is not gonna do anything.

This has been going on for years at that shopping center. They must make good money there.
