I read somewhere stores can't find any employees because of the high rent.  Maybe the coal workers can apply for jobs here

There was a time where rent control and labor unions were servicing their respective purposes.  They are now both long in the tooth and need to go the way of the dood bird.  One of my friend's parents owned a small apartment complex in Santa Monica for about 20+ years and they are so glad that they sold it recently...the whole rent control thing made managing it such a pain in the ass that they were done with it as the rent control is super tenant friendly even if you have a pain in the ass tenant.
 
except for every PIA tenant story, there is a bad landlord story. 

Problem is the dysfunctional permitting system that doesn't allow high density infill housing, so the reduced supply breaks market principles.
