Ran across this offer when I was logging onto my Double Cash credit card account.  It's must better than the $200 that Chase is offering for something similar.  Here's the link...

Not sure where you read that.  You need to deposit $15k and keep the $15k in there for 30 days to get the $400 bonus.  Then you need to maintain a minimum balance of $10k to avoid the monthly fee of $20/mo on the Citibank Account Package.
 
I got a card in the mail from Chase if I open an account with $15k and add direct deposit they'll give me $500.  Probably will take advantage of this one.
