Illegal for landlords to reject tenant based on criminal record

This is a question of punishment vs rehabilitation.  If someone was convicted of a crime, did his or her time in jail, then worked hard after release to get a job and make honest living, do you deny them housing opportunities?

(Certain severe cases, such as child s*x offenders do have strict/mandatory housing restrictions).

If it means the landlord has a 95% chance of collecting rent vs an 65% chance then I would say that it makes perfect economic sense. 

Employers are liable for an employee's acts if they are similiar to what they've been convicted of in the past.  So for example if an employee was convicted of theft in the past and then steals from someone on the job then that someone can sue the business for hiring the ex-convict.  The same goes for assault, fraud, etc...  It's called vicarious liability and it's why so many ex-convicts can't make an honest living because any business with any kind of HR or legal dept. will never hire someone with a criminal record.  So if the renter gets fired from a job it'll be very hard for them to land another job.

According to the piece released,"While a criminal record can constitute a legitimate, nondiscriminatory reason for a refusal to rent or other adverseactionby a housing provider,a plaintiff or HUD may still prevail by showing that the criminal record was not the true reason for the adverse housing decision, and was instead a mere pretext for unlawful discrimination. "

It's just more scare mongering.  Most landlords want rent paid and don't want their home to end up in an explosion because of a meth lab ;D. 
 
Make sure there is a park or school near your rental house.  Sex predators may not live near parks or schools so they can't rent near them.
 
It's not in the American prison industry's best interest to rehabilitate prisoners.  A high rate of recidivism means returning customers.

Less mentioned, approx. 1/2 of prison industry's revenue comes from illegal immigrant detention centers.  Should Trump actually get elected and succeed in stopping most illegal immigrants, the American prison industry and all the workers and small towns that depend on them for jobs will go bust.
